Recently, I was conducting some driver training at several of our distribution centers.  Knowing I was going to be in several states during my training, I was curious as to what the cell phone use laws would be as I traveled between them.  Even with all the Bluetooth and in-car technology out there now, we all still see drivers talking and texting while driving.

I know many of us may be unaware of the cell phone laws in our home states, much less laws in states where we travel.  I also know that many of our sales and support staff travel between more than forty states servicing our Harrell's customers.  So, I thought it would be useful to have a resource available to check these laws state by state.  One very important item to note:  the Federal Motor Carrier Safety Administration (FMCSA), which regulates commercial motor vehicle drivers, prohibits texting and all hand-held cell phone use while operating a commercial motor vehicle.  The laws referenced here and in the links provided apply predominately to personal vehicles.

While no state bans all cell phone use for all drivers, there are numerous states that ban all cell phone use for "novice" and bus drivers.  Eleven states and the District of Columbia ban hand-held cell phone use by all drivers and enforce it as a "primary" offense (you can be stopped for just that violation). Forty-one states ban texting while driving for all drivers, but only four of them enforce it as a primary offense.  Below, I've listed the sites that I found most informative and user friendly.

Aside from the laws surrounding cell phone use and driving, the potential dangers are staggering.  One final link that I think is very informative and eye opening is http://distraction.gov.  This site serves as a great educational and informational resource about distracted driving.

El Uso de Celular y Manejar

Recientemente, Yo estuve conduciendo unos entrenamientos de manejar automóviles en varios de nuestros centros de distribución.  Sabiendo que iba a estar en varios estados durante el entrenamiento, estaba curioso en saber cuáles eran las leyes sobre el uso de celular mientras viajábamos a través de los estados.  Aun con el Bluetooth y la tecnología del auto disponible, todavía vemos conductores hablando y enviando textos mientras manejan. 

Yo sé que muchos de nosotros no estamos consciente de la leyes del uso teléfono celular en nuestro propios estados, aun menos los que atravesamos en nuestros viajes.  También sé que muchos de nuestros vendedores y empleados viajan a través de más  de cuarenta estado sirviendo nuestros clientes.  Así que, yo pensé que sería de buen uso tener recursos disponibles para investigar estas leyes estado por estado.  Algo muy importante de notar: La Administración del Seguridad Federal de Vehículo (FMCSA), que regula los conductores de vehículo comerciales, prohíben enviar texto y todo celular de mano mientras operan vehículos comerciales.  Las leyes hacen referencia aquí y en el link provistos aplica predominantemente a vehículos personales. 

Mientras ningún estado prohíbe todo uso de celular para los conductores hay un gran número de estados que prohíben los usos de teléfono celular por “novatos” y conductores de autobús.  Once estados y el Distrito de Columbia prohíben celulares de mano por todo conductores de vehículos e imponerle como “primera” ofensa (puede ser parado solo por esa violación).  Cuarenta  y un estado prohíben enviar texto mientras maneja para todo conductor, pero solo cuatro de ellos imponen la ley en la primer ofensa.  He incluido, a seguir, el sitio del internet en cual encontré información y es fácil de usar.
